Colonel Vaughan Watkins was first elected mayor of Brecon in January 1836. He was, for many years, a prominent member of the Common Council, a Worshipful Master of the first Board of Health, Justice of the Peace, High Sheriff (1836), and Lord Lieutenant from 1847 until 1865. He was also Liberal MP for the borough.
